Microsoft 365 Copilot can transform how your organisation works. It summarises meetings, drafts documents, finds information buried across SharePoint and OneDrive, and surfaces insights from data that would otherwise take hours to compile. The productivity potential is genuine.
But Copilot also surfaces data in ways your organisation has never experienced before. It searches everything a user has access to and returns results without evaluating whether those results are appropriate, current, or sensitive. If your permissions and governance are not right, Copilot will helpfully show users files they should never have seen.
This guide covers what you need to review and fix before enabling Copilot in your organisation. Not because the technology is dangerous, but because it will reveal every governance shortcut, permission oversight, and data management gap you have accumulated over the years. The time to address those gaps is before deployment, not after.

Why readiness matters
Copilot respects existing permissions. That is both its strength and its greatest risk. It means permission problems become Copilot problems, instantly and at scale. What was previously a theoretical risk becomes a practical, daily reality the moment you enable AI-powered search across your tenant.
The oversharing problem
Most organisations have accumulated years of broad sharing defaults. Files shared with "Everyone" or "All Staff" groups. Team sites where membership was never tightened. OneDrive folders shared via "Anyone with a link" and then forgotten. In a world without Copilot, this is a latent risk. People rarely stumble across files they shouldn’t see because they don’t know to look. Copilot changes the equation entirely. When a user asks "what’s our salary budget?" or "show me the redundancy plan," Copilot searches everything that user has access to. If an HR file was shared too broadly three years ago, Copilot will find it. It’s not a bug. It’s working exactly as designed.
Old files resurface
Copilot doesn’t distinguish between a finalised board report and a draft someone abandoned in 2019. It treats everything with equal authority. That means outdated strategy documents, superseded policies, draft proposals that were never approved, and files from projects that ended years ago can all appear in Copilot responses. For users who don’t know the history, this creates confusion at best and misinformation at worst. Content lifecycle management, something most organisations have neglected, suddenly becomes urgent.
Sensitive data exposure
If confidential documents are accessible to people who shouldn’t see them, Copilot will surface that content without hesitation. It doesn’t evaluate sensitivity. It doesn’t check whether something "should" be visible to the person asking. It respects the permissions layer and nothing more. For organisations with loose controls on HR records, financial data, legal correspondence, or client-confidential material, this turns a theoretical risk into a practical one. The data was always exposed. Copilot just makes it trivially easy to find.
Compliance risk
For regulated industries, the implications go beyond embarrassment. Having AI surface personal data, financial records, or client-confidential information to unauthorised users could trigger data protection obligations, contractual breaches, or regulatory scrutiny. Even if the underlying permissions were technically "allowed" by your system configuration, a regulator won’t be impressed by the argument that your AI assistant was simply following your poorly configured access controls. The accountability sits with the organisation, not the tool.

Data classification and labelling
Before Copilot can work responsibly in your environment, you need to know what data you have and how sensitive it is. Sensitivity labels in Microsoft Purview are the foundation of this work.
Configure sensitivity labels
Start with a simple taxonomy. Most organisations need three to five labels: Public, Internal, Confidential, and Highly Confidential covers the majority of scenarios. Each label can carry protection actions such as encryption, watermarking, or access restrictions. The key is to keep it simple enough that people actually use it. A complex labelling scheme with fifteen options will be ignored.
Apply labels to sensitive content
Prioritise the content that matters most. HR files, financial data, legal correspondence, board papers, and client-confidential material should all carry appropriate labels. You do not need to label every document in your tenant before deploying Copilot, but the sensitive material must be covered. Work with department heads to identify the critical repositories and start there.
Consider auto-labelling policies
Manual labelling only works if people remember to do it. Auto-labelling policies can automatically classify content containing specific data types: National Insurance numbers, credit card details, medical terminology, or custom patterns specific to your industry. These policies can recommend labels to users or apply them silently. The combination of manual labelling for known sensitive repositories and auto-labelling for everything else provides the strongest coverage.
Permissions audit
This is the single most important step in Copilot readiness. If your permissions are wrong, no amount of labelling or policy work will prevent Copilot from surfacing content to the wrong people. The audit needs to be thorough and systematic.
Review “Everyone” sharing
Search your tenant for files and sites shared with “Everyone,” “Everyone except external users,” or “All Staff” groups. These broad sharing defaults are the single most common source of oversharing in Microsoft 365 environments. Many of these permissions were set years ago, often by well-meaning colleagues who wanted to make information accessible. In a pre-Copilot world, the risk was low. Now it needs fixing.
Audit SharePoint site permissions
Each SharePoint site should have documented membership that reflects who genuinely needs access. In practice, most organisations find sites where membership has grown over time without anyone reviewing it. People join teams and get added to sites. They move roles and the old access is never removed. Run a site-by-site review and tighten membership to only those who need it for their current role.
Clean up sharing links
“Anyone with the link” sharing creates anonymous access that is invisible in standard permission reports. These links may have been created for legitimate reasons, sharing a document with an external partner, for instance, but they persist indefinitely unless you configure expiry policies. Review and remove stale sharing links, then set organisational defaults to require sign-in and apply automatic expiry dates.
Restrict sensitive folders
HR, Finance, Legal, and any department handling confidential data should have access controls that limit visibility to authorised personnel only. This sounds obvious, but the reality in many organisations is that these folders sit inside broadly shared SharePoint sites. The site itself may be accessible to fifty people, even though only three should see the sensitive library within it. Break inheritance where necessary and apply targeted permissions.

Content cleanup
Permissions control who can see content. Content cleanup controls what is worth seeing. Copilot treats all content as equally authoritative, so stale, outdated, or draft material will be surfaced alongside current, approved documents unless you address it.
Identify and archive stale content
Run reports on content age across your SharePoint sites and OneDrive accounts. Files that have not been modified in two or more years are prime candidates for review. Not all old content is bad, policies and reference documents may be perfectly valid, but content that is outdated, superseded, or no longer relevant should be archived or deleted. This reduces the noise in Copilot responses and improves the quality of the answers your users receive.
Separate drafts from approved content
Establish a clear convention for distinguishing work-in-progress from finalised documents. This could be as simple as a naming convention, a dedicated drafts library with restricted access, or sensitivity labels that mark content as “Draft – Not for distribution.” The goal is to prevent Copilot from treating an unapproved proposal the same as a board-signed policy. Without this distinction, users have no way to know whether the content Copilot returns is authoritative.
Configure retention policies
Retention policies in Microsoft Purview automate the lifecycle of content. You can define how long different types of content should be retained and what happens when that period expires: automatic deletion, review prompt, or archival. For Copilot readiness, retention policies ensure your tenant does not continue to accumulate stale content indefinitely. They are also essential for compliance in regulated industries where data retention requirements are prescribed by law.
Safe rollout approach
Even after completing your governance and permissions work, Copilot should be deployed in phases. A staged rollout lets you catch issues early, gather feedback from real users, and build confidence before wider deployment.
Start with a pilot group
Select five to ten users who understand the technology and can provide thoughtful feedback. Ideally, choose people from different departments so you’re testing varied data access patterns. Include at least one person from a sensitive area like HR or Finance, because that’s where permission problems will surface first. Brief the pilot group on what Copilot can access, what to watch for, and how to report anything unexpected. Their feedback is your early warning system.
Run the pilot for two to four weeks
Give the pilot enough time to encounter real scenarios. A day or two isn’t enough. You need people using Copilot in their actual workflows: drafting documents, searching for information, summarising meetings, building presentations from existing content. Gather structured feedback on what Copilot surfaces, whether it returns anything surprising or inappropriate, and how it handles sensitive topics. Fix any permission issues that the pilot reveals before expanding further.
Expand gradually by department
Roll out to departments one at a time rather than enabling for everyone at once. Each new group provides another opportunity to catch permission issues and data governance gaps before they affect the wider organisation. Start with departments that have cleaner data and simpler permission structures, then move to more complex areas. This phased approach means problems are contained and manageable, not organisation-wide incidents.
Full deployment with ongoing support
Once pilots are successful across multiple departments, enable Copilot for remaining users with clear guidance and accessible support resources. Publish an internal guide covering what Copilot can and cannot do, how it handles data, and what to do if it returns something unexpected. Establish a feedback channel so users can report concerns. Copilot readiness isn’t a one-time project. It’s an ongoing discipline of monitoring, adjusting, and improving your governance posture as usage patterns evolve.
Microsoft tools to help
Microsoft provides a comprehensive set of tools for Copilot readiness. You do not need third-party products. Everything you need is built into your existing Microsoft 365 licensing, though some features require E5 or add-on licences.
Microsoft Purview
Purview is your primary governance platform for Copilot readiness. It handles sensitivity labels, data loss prevention policies, and content classification across your entire Microsoft 365 estate. The Content Explorer feature lets you see exactly what data you have and how it’s classified before you enable Copilot. For organisations that haven’t used Purview before, the initial setup takes time, but it’s the single most important tool for controlling what Copilot can surface.
SharePoint Admin Centre
The sharing reports and site usage analytics in the SharePoint Admin Centre give you visibility into how content is shared across your organisation. You can identify sites with overly broad permissions, find content shared with external users, and audit sharing links that may have been created years ago and never reviewed. This is essential groundwork. You can’t fix what you can’t see, and most organisations are surprised by what the sharing reports reveal.
Entra ID Access Reviews
Access Reviews provide a structured process for periodically recertifying who has access to what. Instead of relying on manual audits, you can configure automated review campaigns that ask resource owners to confirm whether current access is still appropriate. For Copilot readiness, this is particularly valuable for group memberships that control access to SharePoint sites and Teams channels. Stale memberships are one of the most common sources of oversharing.
Copilot Dashboard
Once Copilot is deployed, the dashboard provides usage analytics and adoption insights. You can see which users are active, how they’re using Copilot across different applications, and identify patterns that might warrant investigation. It won’t tell you directly if sensitive data is being surfaced inappropriately, but usage patterns can highlight areas where additional governance controls might be needed. Pair it with Purview’s audit logs for complete visibility.
Common mistakes to avoid
We have helped organisations across multiple industries prepare for Copilot deployment. The same mistakes come up repeatedly, and nearly all of them are avoidable with proper planning. What follows are the patterns we see most often and the problems they create.
Enabling for everyone immediately. The temptation to deploy Copilot organisation-wide on day one is understandable. You have paid for the licences and leadership wants to see return on investment. But skipping the pilot phase means every permission problem, every piece of overshared content, and every governance gap hits every user simultaneously. Problems that would have been caught and fixed during a small pilot become organisation-wide incidents that erode trust in the tool.
Assuming current permissions are correct. Years of accumulated sharing, staff turnover, and ad hoc access requests mean your permissions are almost certainly not what you think they are. We have never audited a Microsoft 365 tenant and found permissions exactly as expected. The gap between what people believe the permissions are and what they actually are is where Copilot risk lives. Trust the audit, not your assumptions.
Skipping user training. Staff need to understand what Copilot can access, how it generates responses, and what responsible usage looks like. Without training, users will not know to question a Copilot response that draws from an outdated document, and they will not understand why they should report it when Copilot surfaces something unexpected. Training does not need to be extensive, but it needs to happen before deployment, not after.
Ignoring user feedback. When users report that Copilot surfaced unexpected or inappropriate content, investigate immediately. Every report is a signal that your governance has a gap. Organisations that dismiss feedback or deprioritise investigations find that trust in Copilot erodes quickly, and once users stop trusting the tool, adoption stalls regardless of how much you spent on licences.
